Preheat oven to 325 degrees Fahrenheit. Grease an 8-inch pan. Combine 1/2 cup sugar, 2 tablespoons butter, and 2 tablespoons water in a medium saucepan. Cook and stir over medium heat until boiling. Remove from heat and stir in 1 1/2 cups chocolate chips until melted and smooth. Mix in 2 large eggs and 1/2 teaspoon vanilla.
In a large bowl, combine 2/3 cup all-purpose flour, 1/2 teaspoon salt, and 1/4 teaspoon baking soda. Stir flour mixture into chocolate mixture.
